Balthier being the one to issue the invitation gives a clear enough indication, given that Loki's name is paired up with Billy's.

[ Balthier technically knows there are three Lokis but he wouldn't be inviting a child and doesn't know the other one. He doesn't know that there are multiple Peters. ]
