You're right about Rio but it isn't only the people heading to the gates. Some have been abducted from the city. Not all of us, but any of us. The same can be said for them: sedation, mercenaries.
If they're not UNA and they're taking them to the gates, it stands to reason they don't intend to do any harm provided they play along. Somebody wants us to find what we haven't so far on our own.

Rey and I have been talking to our guides about their tattoos. They're natives of the area, not mercenaries; has she been able to contact you? We're considering the angle that we can't just open gates one at a time and I don't know... if it's even a smart idea to open them. I'm concerned it'll give our mysterious manipulator some sort of leverage. Maybe not over us, but over something or someone.
